For those of you who don't know your Chinese history, these are replicas of Emperor Chin Shi Huang Di's (China's first emperor) funerary army. My father, being of those people who could perhaps use a refresher on world history, once referred to these statues, placed outside a local house, as "totem poles."
Oh, my. I have those. American Science and Surplus sold them wonderfully cheaply and they're roaming around my garden. I guess now I know they're looking for cinderblocks.

Considering all the bars on the window, maybe those are the itty bitty prison guards, for the teeny weeny penal system.
